Peacekeeping may not always lead to a negotiated sttlement of disputes, but it does succeed in halting the fighting, which provides valuable time for negotiations to resume.

International peacekeeping truly has become a vital instrument in modern diplomacy.

The possibility of establishing a more rigorous framework for the prevention and settlement of international disputes rests upon the common will of the UN member states and respect for national sovereignty and integrity.  Since the eventual success of peacekeeping depends on the ability to promote peacemaking, a greater effort by the UN is required in this respect.  As peacekeeping is the start of the process of peacemaking, its success is essential for what follows.
