This meeting note is based on an IPI workshop that focused on how confidence-building measures (CBMs) have been used to reduce tensions and build trust between parties in several conflict situations throughout the world, and in particular in the Organization for Security and Co-operation in Europe (OSCE) area. In December 2010, Kazakhstan will host fifty-six countries for the first summit of the Organization for Security and Co-operation in Europe (OSCE) since 1999. This issue brief looks at what it will take to “reach the summit” at Astana; examines the main issues at stake; and considers the relevance and future direction of the OSCE.
About the Office
IPI’s Vienna office is located in the Palais Harrach in the historic center of the Austrian capital, close to diplomatic missions, the Austrian foreign ministry, and the headquarters of a number of international and non-governmental organizations.
