Counterterrorism Capacity Building in Asia and Africa

The International Peace Institute, together with the Permanent Mission of Denmark to the United Nations, organized an expert-level policy forum on counterterrorism capacity-building in Asia and Africa. Based on two reports examining the role of bi- and multi-lateral assistance to counterterrorism efforts in developing countries, the standing-room-only event was designed to inform the forthcoming September 2008 Review of the UN Global Counter-Terrorism Strategy.

Featuring two panels, speakers presented findings from the featured reports and discussed the interlinkages between counterterrorism and development assistance and the possibilities for achieving integrated implementation of the Global Counter-Terrorism Strategy. Following each presentation, question and answer sessions allowed the academics, expert practitioners and UN Member States present to engage in a lively discussion.

Arbour: What the Rule of Law Means
“In my understanding of the rule of law, fundamentally, what the rule of law means is that it embraces the principle of equality before the law,” Louise Arbour, president of the International Crisis Group (ICG), told an IPI audience on May 10, 2012. Ms. Arbour outlined that this means that no one is above the law and everyone has both equal protection and equal benefit of the law.
