Blue Helmets and Black Markets: The Business of Survival in the Siege of Sarajevo
IPI recently held a panel discussion to launch the new book, Blue Helmets and Black Markets: The Business of Survival in the Siege of Sarajevo, by Peter Andreas.
IPI Senior Adviser John Hirsch chaired the event, which featured remarks by author Peter Andreas, while discussants Phil Williams of the US Army War College and James Cockayne of IPI reflected on the valuable contribution the book makes to our understanding of contemporary urban warfare.
Blue Helmets and Black Markets traces the interaction between formal front-stage and informal backstage activities during the 1992-1995 battle for Sarajevo, arguing that this created and sustained a criminalized war economy and prolonged the conflict in a manner that served various interests on all sides. The book concludes with a comparison of the battle for Sarajevo with the sieges of Leningrad, Grozny, Srebrenica, and, more recently, Falluja, Iraq.

Arbour: What the Rule of Law Means
“In my understanding of the rule of law, fundamentally, what the rule of law means is that it embraces the principle of equality before the law,” Louise Arbour, president of the International Crisis Group (ICG), told an IPI audience on May 10, 2012. Ms. Arbour outlined that this means that no one is above the law and everyone has both equal protection and equal benefit of the law.

Shachtman: Cyber Threats Akin to South Bronx, Not Pearl Harbor
