Adapting to Threats and Challenges in Europe and Central Asia: The 2011 Vienna Seminar

This meeting note reports on the 2011 Vienna Seminar, which was held under the theme “Coping with Crisis in Europe and Central Asia: Adapting to New Threats and Challenges,” at the Diplomatic Academy of Vienna on May 23-25, 2011. Senior representatives from the UN, the Organization for Security and Co-Operation in Europe, and the European Union, as well as diplomats, policymakers, academics, and journalists from the European continent and beyond, convened to examine new threats and challenges in the European and Central Asian security landscape.
The seminar took place against a backdrop of significant changes in the European security environment with several new peace and security challenges confronting European security organizations and the broader international community. The recent crisis in Kyrgyzstan, the unresolved issues in Kosovo, and ongoing tensions in Georgia, Moldova, parts of the Balkans, and in the disputed region of Nagorno-Karabakh demonstrate the fragile stability in the region and the continued clash between the principles of self-determination and the territorial integrity of states as outlined in the Helsinki Final Act.

Arbour: What the Rule of Law Means
“In my understanding of the rule of law, fundamentally, what the rule of law means is that it embraces the principle of equality before the law,” Louise Arbour, president of the International Crisis Group (ICG), told an IPI audience on May 10, 2012. Ms. Arbour outlined that this means that no one is above the law and everyone has both equal protection and equal benefit of the law.

Shachtman: Cyber Threats Akin to South Bronx, Not Pearl Harbor
“There’s not a danger of a cyber Pearl Harbor… it’s more like the South Bronx circa 1999, where there’s a danger that it becomes such a tough neighborhood that no one wants to set up shop there and people move out,” Noah Shachtman, editor of the Danger Room blog at Wired magazine and non-resident fellow at the Brookings Institution, told an IPI audience at a panel on cyber security on May 3, 2011.
