Partnerships—a New Horizon for Peacekeeping?

What role do partnerships play in forming a global peacekeeping system that can respond effectively and predictably to today’s security challenges? This special issue of the journal International Peacekeeping addresses the political, strategic, and operational challenges inherent in partnerships and proposes strategies for addressing them.

The introduction [pdf], by IPI Research Fellow Adam C. Smith, provides a summary of the key themes. In the conclusion [pdf], IPI’s Senior Director for Research, Francesco Mancini, proposes a framework for making partnerships more manageable.

Francesco Mancini is IPI’s Senior Director for Research and heads the IPI program Coping with Crisis, Conflict, and Change.

Adam C. Smith is a Research Fellow at IPI, heading the peacekeeping component of IPI’s research and policy facilitation activities.

Arbour: What the Rule of Law Means
“In my understanding of the rule of law, fundamentally, what the rule of law means is that it embraces the principle of equality before the law,” Louise Arbour, president of the International Crisis Group (ICG), told an IPI audience on May 10, 2012. Ms. Arbour outlined that this means that no one is above the law and everyone has both equal protection and equal benefit of the law.
