This Blue Paper on Peace Operations lays out recommendations on the need to (1) hold a ministerial-level meeting on peacekeeping; (2) forge a consensus among member states on entry, exit, and long-term planning; (3) break political stalemates in stagnant peace operations ; (4) improve engagement with peacekeeping stakeholders; (5) manage UN peace operations more effectively; (6) accelerate development of doctrine within the Departments of Peacekeeping Operations and Field Support; and (7) develop deployable expert civilian capacity within and outside the UN.
