Peacemaking in Southern Africa: The Role and Potential of the Southern African Development Community (SADC), by Dr. Dorina Bekoe, November 2003. The report summarizes the task force meeting organized to assess the potential of SADC’s Organ on Politics, Defence and Security Cooperation to engage in peacemaking and peacebuilding in the sub-region. It specifically examines SADC’s role in the Democratic Republic of the Congo, Angola, Zimbabwe, and Lesotho. The task force meeting, organized jointly by the International Peace Academy and the University of the Witwatersrand’s Centre for Africa’s International Relations, took place in Johannesburg, South Africa, on 29 March 2002.
The Regionalization of Conflict and Intervention, by Charles Cater, October 2003. This report provides a brief analytical summary of the 8th annual IPA New York Seminar, held 5-9 May 2003 in West Point, New York. Nearly seventy panelists and participants representing the UN, regional organizations, member governments, NGOs, academia, and the media contributed to a lively debate on this year’s theme, “Regional Approaches to Conflict.” Recent developments in places such as Liberia, Afghanistan, the Democratic Republic of the Congo (DRC), and Iraq set the context for discussions.
Cooperation in Peace Operations: The United Nations and Europe, 33rd IPA Vienna Seminar, 2003. Participants from the political, diplomatic, and military arenas, as well as members of academia and NGOs, met to discuss how cooperation in peace operations conducted by the UN, the EU, NATO, and other international actors might be improved in the future. This discussion was conducted with a view toward further implementing the recommendations of the Brahimi Report.
Civil Society Perspectives from the Mano River Union by Angela Ndinga-Muvumba, June 2003. This report presents some of the views and themes discussed at the IPA Civil Society Dialogue on “Civil Society Perspectives from the Mano River Union (MRU),” held in New York on 14 June 2002. The meeting provided a platform for civil society leaders from the three Mano River Union countries—Liberia, Guinea, and Sierra Leone —to share information and analyses with the United Nations community in New York on the consolidation of democracy in West Africa, the role of civil society in peacebuilding, and challenges for improving the effectiveness of civil society actors in the Mano River basin. Operationalizing the ECOWAS Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping, and Security, by Dorina Bekoe and Aida Mengistu, May 2003. This report summarizes the discussions held at the task force meeting, organized jointly by IPA and the Economic Community of West African States (ECOWAS), which took place in Dakar, Senegal, on 12-13 August 2002. The meeting built on the second of IPA’s three policy seminars in the current phase of its work (July 2000 – June 2003), which took place in September 2001 in Abuja, Nigeria, and was also organized in partnership with ECOWAS. The Dakar task force meeting brought together about forty diplomats, parliamentarians, soldiers, academics, and civil society actors, drawn largely from West Africa, to develop recommendations on operationalizing and institutionalizing the ECOWAS Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping, and Security. A report summarizing the discussions held at the 12-13 December 2002 workshop held at German House in cooperation with UNDP’s Bureau for Crisis Prevention and Recovery.
Responding to Terrorism: What Role for the United Nations? edited by Clara Lee, April 2003. This report summarizes the conclusions of the IPA project on “The United Nations and International Terrorism”. The concept paper and conference report, together with abridged versions of six of the papers IPA commissioned for the conference on “Responding to Terrorism: What Role for the United Nations?” (25-26 October 2002, New York), presenting a range of views from the global South and North, make up the basis for this final report.
Challenges in Police Reform: Promoting Effectiveness and Accountability By Dr. Charles T. Call, and edited by Zoe Nielsen, April 2003. The report is an edited version of a background paper written by Dr. Call for an IPA meeting held in cooperation with the United Nations Development Programme (UNDP) on 23 September 2002, examining challenges in police reform. The report contributes to the ongoing development of programmatic strategies in UNDP for reforming policing systems. The report presents diverse approaches to police reform, describes some of the principal tensions confronting national and international officials seeking to enhance police reform, and addresses the specific challenges of advancing both the accountability and effectiveness of policing.

A report of the Working Group on “The Role of Private Sector in Armed Conflict”, held April 5, 2002, at the Mission of Luxembourg, to examine private sector actors’ perceptions of and experiences with certain key existing and prospective measures, both voluntary and regulatory, to manage their behavior in conflict zones.
Past, Present and Future Challenges in Peacekeeping. Report of the seminar organized by IPA and the Best Practices Unit of the United Nations Department of Peacekeeping Operations (UNDPKO) on 29 October 2002 in New York. The seminar reunited current and previous Under-Secretaries-General and several highly reputed Special Representatives of the Secretary-General (SRSGs) in a review of the last ten years in UN peacekeeping history.

Central Asia’s First Decade of Independence: Promises and Problems, 32nd Vienna Seminar, 2002. The seminar examined how successfully the states of Central Asia have managed the challenges of peace and security, economic development and governance in the first decade of their independence. The seminar also explored the prospect of enhancing cooperation both at the intra- and inter-regional level with the objective of strengthening the institutions entrusted with the task of tackling the critical issues confronting the countries in the Central Asian space.

Promoting Institutional Responses to the Challenges in the Caucasus and Improving Co-operation Between the OSCE, UN, EU and the CIS, 31st Vienna Seminar, 2001. Drawing on case studies of the most relevant peace and security issues in the Caucasus, the occasion enabled participants to scrutinize the international and regional security organizations’ interaction and to draw lessons learned for the future; the experience of the UN and the OSCE in managing the challenges of the Caucasus; and the institutional approaches for strengthening security co-operation in the region.

Regional Approaches to Conflict Management in Africa, October 2001. This report presents a summary of the presentations and discussions during a meeting of the UN Security Council, members of the UN Secretariat and a select group of experts on conflict management efforts in Africa held on 8th August 2001. The meeting was hosted by the Colombia Mission to the United Nations, during its Presidency of the Security Council, in collaboration with IPA’s Africa Program. Drawing on experiences from West Africa and the Great Lakes Region, a case was made for the Security Council to consider regional dynamics and frameworks in addressing conflicts in Africa.
