This meeting note is based on an IPI workshop that focused on how confidence-building measures (CBMs) have been used to reduce tensions and build trust between parties in several conflict situations throughout the world, and in particular in the Organization for Security and Co-operation in Europe (OSCE) area. The workshop was held at IPI's Vienna office.

Preventing the conflict that is devastating parts of the world and amounting to roughly US$8 billion per year in UN peacekeeping costs was the subject of a two-day IPI seminar, “Conflict Prevention: Toward More Effective Multilateral Strategies,” where high-level diplomats discussed conflict prevention measures and analyzed what challenges exist in tapping into their full potential.
Panel Discussions - April 29, 2011
On April 29th, IPI hosted a lunchtime policy forum on "Lessons Learned from the Southern Sudan Referendum Process.”
Professor Mohamed I. Khalil and Justice Chan Reec Madut, the Chairman and Deputy Chairman of the Southern Sudan Referendum Commission, respectively, made opening remarks on the lessons learned from the year-long process to enable the people of Southern Sudan to exercise their right to self-determination.
Professor Khalil has served the Republic of the Sudan as Minister of Justice, Speaker of the Constituent Assembly, and as the first Dean of Law at Khartoum University.
Justice Chan most recently served as the Deputy President of the Supreme Court of Southern Sudan and as Legal Adviser to the First Vice President of the Republic and President of the Government of Southern Sudan.
The event was held under the Chatham House rule of non-attribution. It was moderated by Dr. Edward C. Luck.

One year ago, the UN Security Council adopted Resolution 1925, which extended the UN mandate in the Democratic Republic of the Congo and renamed the mission "the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO)" to reflect the trend toward increased peace consolidation and ensuring the long-term protection of civilians.

Efforts to promote “deradicalization,” or to rehabilitate detainees charged with terrorism-related offenses, have taken multiple forms in a wide range of countries, often as part of broader counterradicalization strategies that seek to prevent the adoption of violent extremist ideologies or behaviors in the first place.

Dr. Izzeldin Abuelaish was a rarity in the Middle East, a resident of Gaza with a permit to enter Israel because of his work. The son of refugees in the Gazan city of Jabaliya, he saw himself as a bridge between the two distrustful cultures, and his life was often put forward as an example of the kind of reconciliation that might one day rescue the region from its cycles of violence.
