This report stems from the discussions held among more than fifty senior police and military officers from African countries and partner nations and organizations at a seminar in Accra, Ghana, from October 10-12, 2006. Organized by the International Peace Institute and hosted by the Kofi Annan International Peacekeeping Training Centre (KAIPTC), the seminar aimed to help shape the way forward for the establishment of the African Standby Force (ASF), the African Union’s flagship program for the development of its peacekeeping capacity.
