The paper highlights how states and international organizations so far have largely failed to anticipate the evolution of transnational organized crime (TOC) into a strategic threat to governments, societies, and economies. At the international level, a largely outdated understanding of TOC does not adequately contemplate the strategic impact of TOC, and commonly fails to ensure that international efforts are not working at cross-purposes. The Blue Paper lays out recommendations on how to

  1. improve information sharing;
  2. develop international investigative, policing, and prosecutorial tools; and
  3. integrate strategic decision making into international peace efforts and international crime fighting.
