Experts have highlighted that the Latin America and Caribbean region is unique in that several countries’ care policies are situated within their gender equality policies (encompassing a root cause approach) rather than being siloed within economic and poverty reduction policies. Ralph Mamiya is currently an independent consultant and is the former team leader of the Protection of Civilians Team in the United Nations Department Peacekeeping Operations and Department of Field Support. He has spent more than ten years working on peacekeeping and protection issues, including tours with United Nations missions in Sudan and South Sudan. He is co-editor of the volume Protection of Civilians (2016, Oxford University Press), a contributor to the Oxford Handbook on the Use of Force in International Law (2015), and an associate professor of human rights at the City University of New York. Ralph holds a Juris Doctor from Cornell Law School.
