The European Union in Africa: A Strategic Partner in Peace Operations

This report stems from a seminar co-organized by the Geneva Centre for Security Policy (GCSP) and the International Peace Institute which addressed the issue of strategic partnerships as integral to peacekeeping operations in four sessions : the first dealt with the EUAU relationship in general terms and questioned the nature of the partnership in peace and security; the second session looked at the situation in Darfur and at how the EU and the AU have interacted in one of the first tests of EU-AU cooperation in a peace operation; the third session was dedicated to the role of the EU and European member states in capacity-building in Africa; and in the final session, debate focused on the triangular relationship between the EU, AU, and UN, analyzing comparative advantages of each institution and the challenges of the tripartite partnership.
